Abstract
The census has a long history and is extensively used for policy and research, but in common with many other government information assets it has no reported value. At a time when most government expenditure is under increased value-for-money scrutiny, being able to form a view about the main areas of value from the census becomes crucial to inform analysis of alternative census mechanisms and timing.
This seminar explores the findings of a report commissioned by Statistics New Zealand. It covers the applicability of a range of valuation approaches to the census and how they fit with current New Zealand financial reporting requirements, and develops some internationally innovative applications of economic valuation to aspects of census use.

Biography
Carl Bakker has extensive experience economic policy and valuation experience. He spent close to 30 years working for Treasury/DPMC and is now a director of TDB Advisory.
