Target Audience and assumed background
This course will be most helpful to policy advisors with some experience in using economic frameworks for policy analysis. The course is also useful for policy advisors with economics training who are interested in understanding and using urban economics for policy analysis.
Description
This course is a rapid introduction to the economics of cities, providing a theoretical understanding of how residents, workers, developers and government interact to shape urban form. The course will introduce the concept of a competitive urban spatial equilibrium under a monocentric model of urban form, and gradually introduce greater complexity. The motivation is to help provide a theoretical understanding of why our cities look the way they do and interrogate key implications of these economic models for urban features including housing affordability, congestion and impacts of regulation.

Course objectives
On completion of this course participants will have an understanding of:
- policy evaluation and economic methodology, including cost benefit analysis and hedonic pricing techniques
- the evaluation and quantitative assessment of market imperfections, spillovers and externalities in New Zealand cities, including agglomeration, congestion, environmental degradation, crowding and neighbourhood effects
